This issue of The Dialogue summarizes the information presented and discussed at the All-Hazards Disaster Behavioral Health: Optimizing Psychological Health and Resiliency in Difficult Economic Times conference. This 3-day conference (March 30 to April 1, 2009) brought together disaster mental health and substance abuse coordinators, researchers, and other professionals from across the country to discuss how to maximize resources, build resilience, and manage stress in difficult economic times.

The Substance Abuse and Mental Health Services Administration (SAMHSA) and its partners are proud to share the newly developed pocket resource, Culture Card: A Guide to Build Cultural Competence: American Indian and Alaska Native. The portable, convenient, and useful card was developed to enhance cultural competence among service providers working in or coordinating services for American Indian and Alaska Native communities.

Part one of this two-part series will highlight principles of recovery and benefits and common barriers to participation as they relate to consumer integration. The presenters will also discuss potential roles for people formerly or currently experiencing homelessness.

Report Shows Substantial Disparities in the Levels of Substance Abuse and Mental Illness Problems

A new report providing state-by-state analyses of substance abuse and mental illness patterns reveals that there are wide variations in the levels of problems like illicit drug use found among the states, but that every state suffers from these problems. For example, among those aged 12 and older, Iowa had less than half the current illicit drug use rate of Rhode Island (5.2 percent vs. 12.5 percent) – yet Iowa’s population aged 12 and older also had one of the nation’s highest levels of people experiencing alcohol dependence or abuse in the past year (9.2 percent).
